Oh - I haven't been to Costa Rica, but my impression is that the surfing is better than the diving. I've heard good things about Cozumel diving, but I think they may have taken some hurricane damage recently, so you might want to check with someone who really knows the area.
Wendy is also a dive instructor, so she would probably be a good source of info on the merits of different diving sites. Plus she's cool (and knows her s**t). I'd give her a yell.
